It is a profound honour to assume the role of Council Chairman of Hong Kong St. John Ambulance. I am deeply grateful for the trust placed in me and fully mindful of the responsibility that comes with leading such a historic and respected organization. In this capacity, I pay heartfelt tribute to our volunteers, medical professionals, instructors, cadets, and staff who, with quiet dedication, have served Hong Kong faithfully across generations.
Hong Kong today stands at a critical juncture, facing a rapidly ageing population with one of the highest life expectancies in the world, alongside increasing rates of chronic illnesses such as heart disease, stroke, and diabetes. Rising mental health concerns, particularly among youth and working adults, add to the strain, while extreme weather events such as super typhoons and flooding highlight the city’s vulnerability. In a densely populated urban environment where emergencies can escalate quickly, expectations for professionalism, speed, and technological integration in emergency response continue to grow. These realities demand that Hong Kong St. John Ambulance evolve and strengthen its role to meet the challenges ahead. In the coming years, St. John will place emphasis on the following aspects:
A Holistic Vision of First Aid
First Aid in Hong Kong must be redefined as holistic, modern, and community focused, moving beyond the traditional view of treating wounds or stabilizing fractures. It encompasses cardiac emergency readiness through widespread CPR and AED training, elderly support with fall prevention and caregiver education, mental health first aid to recognize distress and reduce stigma, and disaster resilience to prepare communities for typhoons, heatwaves, and public health crises. Equally vital is community education, empowering citizens to act confidently before professional help arrives. True First Aid is about preserving life, protecting dignity, and strengthening the resilience of society.
Responding to an Ageing Population
With Hong Kong’s demographic shift, Hong Kong St. John Ambulance must adapt its services compassionately and proactively. This includes expanding training programs for caregivers and domestic helpers, promoting awareness of stroke symptoms, cardiac arrest response, and fall related injuries, and supporting elderly friendly community initiatives and outreach. As the city ages, these measures will ensure that our organization continues to safeguard health and dignity while meeting the evolving needs of society.
Addressing Mental Health in a High Pressure City
Hong Kong is renowned for its resilience, yet its fast pace and high stress environment have made mental health an increasingly urgent concern. To respond effectively, St. John will expand mental health first aid training, strengthen peer support capabilities within the volunteer corps, and ensure that members receive psychological support following major incidents. Holistic First Aid must recognize and address invisible wounds as well as visible ones, safeguarding both the physical and emotional wellbeing of the community.
Climate & Disaster Preparedness
In recent years, Hong Kong has faced the growing impact of super typhoons, record breaking rainfall, urban flooding, and landslides. To meet these challenges, St. John must be prepared to support large scale evacuation and shelter operations, strengthen coordination with government emergency services, and enhance training for disaster response and mass casualty scenarios. In today’s environment, preparedness is no longer optional - it is an essential responsibility.
Embracing Technology in a Smart City
As Hong Kong advances as a smart city, Hong Kong St. John Ambulance is committed to harnessing innovation to strengthen its mission. This includes exploring digital platforms for First Aid education, enhancing AED mapping and accessibility awareness, and improving operational efficiency through data and technology. At the same time, training delivery will be modernized while maintaining rigorous standards. Innovation must extend our reach and effectiveness, while preserving the human compassion that lies at the heart of St. John’s services.
Investing in Youth & Volunteerism
In a city where volunteerism often competes with intense academic and professional demands, St. John is committed to making service both meaningful and transformative. We will strengthen leadership pathways within our Youth Programs, provide structured development and recognition for volunteers, and foster a culture where service is embraced as a lifelong commitment. Our Youth Command are not merely future members - they are the future leaders of Hong Kong.

Volunteers are the cornerstone of St. John. We will strengthen professional training and continuous development, care for the physical and mental wellbeing of our members, and recognize long term service and outstanding contributions. Above all, we must care for those who selflessly care for others.
Strengthening Partnerships in Hong Kong
No organization can operate in isolation and Hong Kong St. John Ambulance recognizes the importance of collaboration in safeguarding the community. We will deepen partnerships with government departments and emergency services, hospitals and healthcare institutions, schools and universities, corporations and community groups, as well as District Councils and local networks. By working together, we can reinforce Hong Kong’s safety net and ensure a stronger and more resilient society.
Closing Vision
My aspiration is for Hong Kong St. John Ambulance to stand as a trusted and accessible household name, a leader in holistic first aid education, a pillar of community resilience, and a model of volunteer excellence in Asia. In a city renowned for its strength and adaptability, St. John must continue to embody compassion, preparedness, and service. In alignment with national policies and societal needs, together, we will not only respond to emergencies but also help build a safer, stronger Hong Kong for generations to come.
